Translation freeze effective now

Hi Everyone,

I've just generated the mutt.pot file and sent to the mutt-po list for
translation updates. This means that, until the release, commits to the
master and stable branches should only be for bug fixes (or release
updates), with no translation string updates.

I plan on releasing 1.10.0 the weekend of May 18-20.
